Healthy vegetables with a strong fresh basil flavor with a hint of Chilean sea bass

8 oz. fish,
2 oz. fresh basil,
3 oz. carrots,
4 ea. button mushrooms,
3 oz. celery,
4 cloves garlic,
8-10 oz fresh tomato,
2-3 oz green pepper,
1&1/2 qt. water,
8-9 oz. onion,
2 tsp. salt and pepper,
2 T. corn starch with 2 T. water
