Dill And Quinoa Flavored Rolls

1 c. quinoa flour, 1&1/2 c. bread flour, 1&1/2 c. all purpose flour, 1/2 c. loosely packed chopped dill, 1 T. ground flax seed with 3 T. water made 20 minutes before preparing dough, 1/4 c. diced green pepper, 2 T. honey, 1&1/2 tsp. sea salt, 1/4 tsp. black pepper, 2 tsp. granulated yeast, 4 T. oil or butter, 1 c. + 2 T. water.
