Potato Salad With Yogurt And Dill

1 lb. 2 oz. red bliss potatoes,
2 tsp. rice vinegar,
1/2 tsp. sea salt,
1/4 tsp. bl. pepper,
1/8 c. apers,
1 tsp. dijon mustard,
1/2 c. greek yogurt,
1 tsp. minced garlic,
2 T. olive oil,
1 T. honey,
1 T. minced onion.
1 T. chopped fresh dill. (dry won't work)
